I’m wondering if it is illegal for the breeder of the kittens to withhold them from their rightful owners, after already paying for them.

Answer

There have been a lot of reported scams involving the sale of animals online. Some of the animals don’t even exist! However, sometimes (whether an animal is being sold online or otherwise) an animal may become ill and withheld pending recovery or an animal is underage so is being withheld for a period of time. Rights would depend on the facts of the particular situation. Complaints about potential scams may be made to your state’s Attorney General.
