Neighbors next door repeatedly call the dog pound on my dog when he's outside, even though he's on my property.

It is unclear from your inquiry whether your neighbors are concerned about barking, the dog’s welfare, or both. Some municipalities have ordiances that address barking or noise, in general. Leaving an animal outside (even on one’s own property) can constitute cruelty to the animal under certain circumstances, such as when the animal does not have access to shelter to protect him/her from inclement weather and the sun. There are also many localities in Ohio (and elsewhere) that restrict tethering, including, for example, the amount of time an animal may be tethered, the type of tether, and the weather conditions when tethering is not permitted.
