I unfortunately signed a contract while purchasing what I thought was a Morkie, but realized the puppy is a Chihuahua which isn't healthy for my daughter due to its aggressive, feisty, biting traits. The breeder falsified records and pictures. He had a strict no refund policy. Is there anything I can do since he guaranteed a specific breed but lied?

People who believe they were scammed by a breeder (or anyone else) can sue to try to get a refund. It is not costly to bring lawsuits in Small Claims Court and the process is typically quick and easy. The state’s Attorney General and consumer protection organizations can also be contacted.
It sounds as if you purchased this dog without seeing the dog, which is not a good practice. Next time, consider adopting an animal from a shelter or rescue. There are many wonderful homeless animals of all sizes and ages waiting for a loving home and you will be able to see and interact with the animal before adopting.
I hope the dog you purchased is being treated with kindness and patience. It can take a while for an animal to acclimate to a new home. An animal behaviorist, humane trainer, and veterinarian may provide guidance and assistance.
