What paperwork is needed for an adoption of a puppy? At first it says free and then they said they want to get a gift card with money on it and they want the codes on them. I don't know why these people are asking for gift cards. How can I legally proceed because I've already been scammed?

This sounds like a scam. Consider adopting from a licensed shelter or rescue organization. Massachusetts regulations provide in part: “No individual or entity shall, without first having obtained a License issued by the Department, operate a Rescue Organization, or Import or Place Animals, in the Commonwealth.” For information regarding licensed organizations, contact the Massachusetts Department of Agricultural Resources. There is a list of licensed shelters/rescues on the Department’s website. Scams can also be reported to the MA Attorney General.
