Kennel Permit Denied

Question

About a week ago my husband got a citation from animal control for excessive waste, unlicensed dogs and having over the legal limit of dogs. We have four chocolate labs ranging in ages six to thirteen. I went straight away to get them licensed and I just applied for a kennel permit for having over three dogs. The kennel permit request was denied because of the citation on my husband. I'm wondering if there is anything I can do, or if I really have to give up one of my dogs?
