People who surrender their animal generally have no further rights to that animal and the shelter to which the animal was surrendered generally has no legal obligation to return the animal. Some shelters will allow a person to re-adopt an animal even when they are not legally obligated to do so. This would be handled on a case-by-case basis and would depend on the shelter’s policies and the facts and circumstances.
